About [it remains to be seen]

Hi,

It sounds a good idea, but it remains to be seen whether it will succeed.

the intrinsic meaning of the sentence = ........., but it remains of / to what must be seen / checked....

or = ......., but it remains of / to who that must sees / checks...

the oribinal = It sounds a good idea, but it remains to see whether it will succeed.

Could any native speaker tell me correct or not?

Thank you for your assistance.
