About "he's"

I know he's is a short form of "...he is..." or "...he has...". And I wonder if it's possible for native speakers to say or write "...he's..." when it actually means "he was" informally, like in personal letters, blogs, or any dialogues. Thank you so much for answering me. I really appreciate it!
