It is right that I try to give meaning in the mind at first.

[hardly more than] -----

almost not more than -----means that if the degree of action lowers a little bit, we can't say it more than any longer.

[hardly any more than]----

almost not any more than-----means to say it is nothing, of no meaning because the more than is too tiny to say.

The meanings of both are the same ('any' doesn't really carry any lexical meaning) = almost not more than -- means that if the degree of action lowers a little bit, we can't say it more than any longer.
