About grammar in a particular sentence

Hello, everyone. Recently I came across with the following sentence:

_Moving on to renewables, this accounted for quite similar proportions for both countries, at approximately 15% of the total electricity generated. _

I wonder if the clause "Moving on to renewables" here is legitimate. It seems to me that such structure is only justified when the subject is the one who act, or "move" as in this context, which apparently doesn't apply. I would much appreciate if anyone could help.

It's not the best way of writing that sentence. You could try,
"Moving on to renewables, we find similar proportions, etc."
