About "Down to"

It's a sentence I encountered in the news.
1. "So it's a dramatic reversal in Julia Gillard's position over the past nine months, presumably down to electoral mass."

Another sentence also from the same piece of news
2. "Now this is all really down to a suggestion from Ms. Gillard that the Afghan security forces are stepping up to the place much quicker. "

This is not an idiom that comes up much. As used here I'd say it means "due to" or "because of".
