Adding to Mr. Micawber's comments, note that only sentences of the form "It is/was/... that/who/which ..." are truly "cleft sentences". Those with "what is ...", "what threatens ...", "what helps ...", are, technically speaking, called "pseudo-cleft sentences". (Ex. 5, 6, 7).

To make them true cleft sentences you would need to rephrase:

It is education which is the best way

No. "were" is not possible. The subject is "it". "it" requires a singular verb no matter what follows.

It is John and Kate who ...
It was John and Kate who ...
It is the people who ...
It was the people who ...
