Can I say,

Nouns are usually singular when they describe another noun. A shoe store. A race track. A CD rack.
Vincent TeoCan I say,

(a) There is / are a CDs rack. -- There is only one rack. Try this one again.
(b) There are some CDs in / on the rack. -- I think either preposition works.
(c) The CDs rack got some CDs. -- People get things. The C
