I don't understand your sentence -- specifically, this part: "which gives cause for this terrible mess." (What does "which" refer to?) "Who's responsible for this..." means "Who caused it?" or "Whose fault is it?" But being responsible for something has nothing to do with responding to it. Your version makes the sentence much more complicated and much less clear.
