About an incident - a shepherd and the tiger

Can I say,

(a) Peter was a shepherd. He always looked / was looking after his goats. His villages were working far away.

(b) While / When Peter was looking after his goats, he saw a fierce tiger towards him. He shouted for help.

(c) The villagers ran to the boy. They chased away the tiger. Lastly/ Finally, they caught it.

(a) Peter was a shepherd. He always looked / was looking after his goats. His villages were working far away. Both tenses are OK. Villages don't 'work'.

A 'shepherd' is for sheep. Say a 'goat-herder'.


(b) While / When Peter was looking after his goats, he saw a fierce tiger coming towards him. He shouted for help
