about an ellipsis in a 'while' clause

Underground nuclear tests, which lessen danger of fallouts and environmental pollution, have been mainly conducted since 60’s, while atmospheric tests were mainly conducted in the early days.

Can I omit 'were mainly conducted' because it's redundant?

like
