About "All Prices add Sales Tax &15% Tip"

I saw the sentent "All Prices add Sales Tax &15% Tip." somewhere. I wonder whether the phrase of "All prices" in the sentence is the subject or the object to native speakers. In my opinion, "All price" can not add anything. Does the sentence above belong to a kind of inversion sentences? I mean... Is the original sentence like the following? :
Add Sales Tax to all prices.

I cann't understand the sentence. Help me please.
