Hi MVB
MVB1-She has beautiful, small shoes.
2-She has beautiful and small shoes.
3-She has beautiful small shoes.
I really don't like any of the sentences very much if you just want to talk about one pair of shoes -- perhaps the pair she is currently wearing, for example. You could simply say this:

- Her shoes are small and beautiful.
