I really don't like any of the sentences very much if you just want to talk about one pair of shoes -- perhaps the pair she is currently wearing, for example. You could simply say this:

- Her shoes are small and beautiful.

Using the word "has" in your sentence, I think these would sound more natural, for example:

- She has beautiful, small shoes in her closet.
That suggests that all of the shoes are both beautiful and small. In my opinion, the comma is optional. In other words, you really don't need it. To me, this sentence could refer to one pair of shoes or many pairs.

- She has beautiful and small shoes in her closet.
This could be interpreted to mean that some of the shoes are small, and others are beautiful. To me, this sentence suggests that we are talking about more than one pair of shoes.
