About a story - mice

Please help me check about the story, thanks!!

(a) Long ago, there was (a group of) mice gathered around the table in the dining room. They were having an important meeting (about the mice's life in the future). The head / chairperson / chairman thought different ways (of / on) how to escape from the cat / from the catching of the cat.

(b)(i) One of the mice came up an idea / came up with an bright idea. He sugested (that) a bell was hung / on the neck of the cat.

(ii) He suggested that a bell be hung around the cat's neck / on the cat's net.

(c) Suddenly, the cat came by / came past (the mice) at that moment. All the mice escaped everywhere / nowhere. Therefore their plan was not carried out. They felt very upset and unhappy.

Thanks, but why do we use "be hung"?

(i) Is there got a "formula" that we should follow?

He suggested that a bell be hung around the cat's neck.

(ii) Can I say:

He suggested that a bell would be / should be hung around the cat's neck.

The verb 'suggest' is one of those which is still often followed by the subjunctive (be) in AmE and the alternative 'should' in BrE: 'He suggested that a bell should be hung' is fine, too. You have it correct in your original (b ii) also.
