About a period of time

PLease look at the sentences below.

i.The country's deficit in visible trade increased 40% between 1998 and 2000.

ii.Revenues grew by $10 billion from 1998 to 1999, and then jumped by another $60 billion to $100 billion in 2000.

iii.Oil prices increased from the second quater of 2000 through to November but then eased, partly because of the global slowdown.

For the first, do the years include 1998, 1999, 2000, or only 1998 and 1999?

Now the second, the years inlcude 1998 and 1999, don't they?

And the last one, do the months consist of April,..., November?

Now the second, the years include 1998 and 1999, don't they?-- $30 billion (1998), $40 billion (1999), $100 billion (2000)

And the last one, do the months consist of April,..., November?-- I think July - November
