Hi,

The dictionary defined [need] as [the condition in which something necessary, desirable, or very useful is missing, wanted]

I do the interpret the example which follows the definition.

Could any native right my ideas?

I think you may have not given us enough context. To me, "There's a growing need for new housing in this area" means simply that the need for additional new housing in the area is increasing. We do not know why the need is increasing and nothing in the sentence makes me think of government or the need for a policy.

I think you may have not given us enough context.

To me, "There's a growing need for new housing in this area" means simply that the need for additional new housing in the area is increasing.

We do not know why the need is increasing and nothing in the sentence makes me think of government or the need for a policy.
