about "a large proportion of ..."

Hi everyone,
I came across a problem when I was trying to make sure the exact meaning of the phrase "a large proportion of ....".
For example, when people say "a large proportion of the population", do they mean over 50% of the population, or do they simply mean a considerable amount of people but not necessarily exceeding 50% of the total?
