Is the sentence "We are ably able to do it" acceptable or a bit clumsy?

Thank you, MM, for your useful reply. Some English gentelman used this unfortunate "ably able" phrase (in today's BBC World Service programme) trying to describe the local police ability to solve a crime mystery .
