A/an + adjective + singular noun

Is underlined part correct?

Should it be corrected like 'a magnificent 15 year progress' or 'magnificent 15 years of progress'?



It seems there's an execption or something I don't know about a/an + adjective + singular noun because I saw another sentence just like 1.
