A:2: 'Short of sight'

Hi, 

What does 'short of sight' mean, please?..

When we want to say that somebody is unable to see, we could say 'he/she is blind'.This means that the person can't see things at all. Right, teachers?.... But if we want to say that somebody can see, but only with one eye, then how could we describe that person? 
Can we say 'he/she is one - eyed'? Does it sound rude? Please tell me in what ways we could describe a person who can see things with just one eye.

Then it is a literary expression.
TomJCould we say 'he is hard of hearing' to refer to a person who is hearing - impaired?
