A word that means "misprioritize"

So "misprioritize" is not a word. But I need a word that describes an employee who misprioritized one assignment over another because of the vague instructions. "Accidentally prioritized' is not entirely proper because it wasn't an accident; the employee intentionally and inaccurately prioritized one assignment over another.
