a word needed

Hi!
What is called a special official document in which the government/municipality writes out the main issues on some problems.
Is it a guide, or recommendations, or notes?
For example, when some municipality tries to find a solution on indirect costs of some organization...Any ideas? =)

In Britain, that seems to be called a green paper. In America, I believe I've heard "white paper" for that (which is a different thing in Britain).
