A word from Argentina

There is a word in my country, particularly in BA, that we use for someone who spends just a little because they can't afford to spend more or out of own decission. This word is GASOLERO. There was even a soap opera, by that name. I don't think this is just STINGY or MEAN in English. Does anybody have any other suggestion??

What about "cheapskate"? Or just "cheap". I have never heard anyone use "cheeseparing" before.
