A "whoever/ whomever" query

Give the job to the most qualified candidate, whomever that may be.

It may be him, so I say whomever is correct.

Or is it: It may be he; hence we'd use whoever.

Confused.

Analyze the clause "whoever that may be." "Whoever" is a nominate complement.

So, it's "whomever."

Thanks.

No, wait! I said nominative complement. The pronoun has to be in the nominative case, not the objective.

So it's "He (not him) is the most qualified--thus, "whoever" is the correct choice here, right? We wouldn't say, "Him is the most qualified." WHOMEVER is incorrect. Please confirm. Thanks.
