A weird question, isn't it?

Hi there! This question has really driven me crazy. Please take a look, native speakers:

John __ literature at ITU, when he __ at English embassy.

a) was teaching / works

b) taught / was working

c) was teaching / worked

d) taught / worked

The correct answer has already published by the Univiversity, which I don't agree with...

The question itself isn't grammatically correct... it should be "John _ literature at ITU, when he _ at the English Embassy." - The comma, though it can be correct, seems very out of place.

I would choose D. When using "when" (as opposed to while) you generally use the nonprogressive form of the verb.
