A vs. AN

We are a bunch of non-native speakers and are arguing about the correct form:

Is it:

The company issued a RFI?

or

The company issued an RFI?

I personally think it is 'an' but wanted to confirm.

Because the pronunciation of "R" begins with a vowel sound, you would most often hear "The company issued an RFI."
