A verb with "Permanent Residence"
Hi!
I've got a question.
I'm Russian native speaker and I'm searching for appropriate verb to "Permanent Residence". I need to show the process of preparing a permanent or temporary residence before the client can get it (it means collecting some documents, certificates, etc). In Russian the verb sounds like "????????" ( draft; execute; issue; effect; put into shape). But I never saw a combination with these verbs. I can't use "issue" because it means "to give out". So I just use "obtain a permanent residence". But still, I want to know whether it correct to use the verbs mentioned above with the process of preparinig the residence but not obtaining it. Or is there another verb?

The other verbs seem wrong, based on what you describe.

It sounds to me like you are preparing someone's application for permanent residency. Is this correct?
