a verb or an adjective?

In a world where economic ruin is often tied to collapse, societies are well advised to exploit all the human capital they have.

Q) Is "advised" thought to as a verb or an adjective?
If it is thought as the latter, can you think of other examples of the same type? I.e. a subject + a verb + an adjective + to infinitive.

moon7296 Q) Is "advised" thought to of as a verb or an adjective? It may very well depend who is doing the thinking. For me it has the "flavor" of an adjective, but, personally, I would not spend a lot of time defending either one interpretation or the other.
