0 I would not say "in memory of" anyone who was still alive! I suppose you could say "in honor of the victims, the survivors, and their families;" apart from that, it's hard to imagine what term you could apply equally to victims, survivors, victims' families and survivors' families, as their circumstances are so different. 0-
