A usage of "would"

When we place students with their host families, we try to ensure that there is a mix of nationalities and genders. We also try to cater to student needs (such as particular types of food) and requests (such as a desire to live with families that have children or pets). We also take into consideration any requests potential host families may have for particular types of students. However, we would urge host families to understand that we may not always be able to fulfill particular requests.

We pay $150 per students per week. Host families would provide breakfast, packed lunch, and an evening meal. Each student will usually have his or her own bedroom. We would also hope that host families include students in family activities each Sunday.

Regarding the sentence in the second paragraph in the above passage: Host families would provide breakfast, packed lunch, and an evening meal.

How does the modal verb "would" work in the sentence? I guess that this usage is what is explained in a dictionary as "requesting," but I don't know for sure. Could you please explain this in terms that are easy to understand for a non-native speaker?

"would" does not seem to work in that sentence, given the context. I think the authors are trying hard to sound polite and non-demanding, but have ended up with wording that is just unclear.

I suppose you could argue that it is supposed to mean "Host families would provide breakfast, packed lunch, and an evening meal if they take in a student."
