A usage of a participle phrase

Thus, the moderation of global warming depends mainly on the richest countries reducing their use of fossil fuels by conserving energy and developing alternative energy sources, such as wind, solar, and geothermal energy.

I'd like to know if the particle phrase "reducing~" expresses a method.

Being a stickler, I would expect an apostrophe:

...depends mainly on the richest countries' reducing their use of fossil fuels...
