What is a true sentence? Does that refer to a sentence correct in gramma or a sentence describing an event faithfully? Or what else?

I have seven cats. -- This is a grammatically correct statement. It is not true.
I be 4 cat's having. -- This is a horribly incorrect statement grammatically, but it is true.

I think people may exclaim "That's not a true sentence!" meaning that it's not gramatically correct. Sometimes, writers use fragments for effect, or style, such as:

His cats really seemed to hate me.

All eighteen of them.
