a tricky question

Choose the correct answer:
1. Ten million pounds.......on education every month
a) is spent b) are spent
I think the correct answer is (b) , but my friend says the correct answer is (a) because "ten million pounds" is a sum of money. I want to know the correct answer. Please, give reason for your choice
