Nowadays, incessantly changing information technology, represented by Internet, leads to the transformation of social productivity, the creation of new space for human lives, expansion of country's governance field, thereby significantly increase mankind's ability of perceiving and transforming the world. Internet makes the Earth a village where people separated by a long distance can interact with each other. In a manner of speaking, the world is becoming more colorful and our lives is being enriched, thanks to the Internet.

China is currently in the historic course of rapid informationalization development. China places a premium on the development of Internet. Since China's connection to the Internet 21 years ago, it has strengthened the construction of informational infrastructure, developed Internet economy, and has made headway to make information technology benefit its people, under the principle of active use, scientific development, law-based regulation, and security insurance.

During the period of 13th Five-Year Plan, China will endeavor to implement the strategy of strengthening the country through Internet, National Big Data Strategy and "Internet Plus" Initiative. China will develop positive Internet culture, expand Internet economy space, and promote the integration of Internet and social economic development. Our objective is to let the fruit of Internet development benefit more than 130 million Chinese people as well as people in other countries.
