A topic or issue???

Please look at the following sentence.

Your Say, published every Friday,enables readers to express opinions on a topic or issue raised by the editor.

There is no article before "issue".
I think the meaning of issue is definitely different from that of "topic".
Then, does "a topic or issue" means one thing?

In the case " a banana or an apple", we can't omit the second article.
