A TOEIC Question please

Department heads alwasy make budgetary decisions _____.

A) immediately
B) timely
C) yesterday
D) shortly


The correct answer is A). I wonder if D) is ok too. Why or why not? Please advise.

shortly means something quite close to only a short time from when I am saying this (i.e., now), so it doesn't make sense with always.

The department head will announce his budgetary decision shortly.
