staff of seems to me to include the whole staff, i.e., the whole group of people which forms the staff.
staff from seems to me to refer only to a select few chosen from the whole group.

Others may have different impressions.

I'd only choose A if there was an article before "staff" ("The staff of an...").

To me, D is the correct choice.
