A TOEFL problem

Hi everyone.
Help me with the question.

Which is correct?

Southwest of Omaha, Nebraska, __________, the state's educational and governmental center.

A.  where does Lincoln lie

B.  where Lincoln lies

C.  Lincoln lies

D.  likes Lincoln

I think "Southwest of Omaha" equals "Nebraska, and "Lincoln" does "the state's educational and govenment center." And the answer is A.

Is it correct?
