A to-infinite at the end of a sentence

Hello! Please, help to understand Emotion: smile

I have two sentences:

1) "Every person is to blame"

Does it mean that
- every person blames somebody
- every person is blamed
- can mean both
?

2) "This book takes a lot of time to read/to be read"

Are the both ways of saying it correct?

1) It (i.e. whatever happened) is the fault of everybody. Everybody is responsible for the bad thing that happened.

2) "to read" is OK; "to be read" is not natural there.
