Conditions:
There may be one person, or there may be a couple of people in the room.
A/the person who has a PhD is assigned to be the captain.
If there is more than one person who has a PhD, .............................

Which would you use a/the? I would use a person because there is a possibility that one or more than one person (, or enven no person) has a PhD.
