A tense question

This appeared in the newspaper:

”They have recommended a framework and a quantum that reflects all these things that we talk about - sacrifice, commitment to service, working for the good of our fellow Singaporeans.”

My question is ‘reflects’ used accurately? Or should it be ‘reflect’.
