A team firmly locked in last place

3lock
transitive verb

2 b : to fix in a particular situation or method of operation <a team firmly locked in last place>
4 : to invest (capital) without assurance of easy convertibility into money

What would "last place" mean in that context? It usually means to finish at last place - He finished at last place with no points and deserved all the harsh criticism.

"capital" means money invested in a business venture. I think the money at the end means 'profit'. Right?

Please help me. Thanks.
