a sudden/suddenly increase in moving ?

hello, i am wondering about this sentence:
a sudden/suddenly increase in moving.
1)is this a noun phrase ?
2) I think it should be : a suddenly increase in moving, because "suddenly" is an adverb and i believe it modifies "increase in" ( phrasal verb ?) instead of "moving" ?
