A strange phenomenon

IT’S a strange phenomenon that some of us are always freezing, while others are absolutely boiling hot.
Why are some of us always cold and some always hot?
Is "phenomenon" a countable here? I am really confused as we can't say 1, 2 3 phenomena . Could someone please explain how the noun "phenomenon" is countable here?
