A stick loaded with lead?

He explored China, disguised as a Chinaman wearing a false pigail.
The Chinese were discouraging to foreigners and he carried a stick
loaded with lead, a gun, and a Chinese dictinary.

Here, what is a stick loaded with lead? a kind of weapon?
I'm not sure the puporse of this stick.

And one more thing, if you are discouraging to others,
does it mean you're unfriendly to them?

In the mid 1800's, a stick loaded with lead was mentioned as a weapon. I suppose that today it would be called a billy club. The lead inside the stick would make it heavy and strong.

Meanings for words evolve over time, in this context i believe to 'discourage' means to literally rob this intrepid englishman of his courage, causing him to arm himself.
