within days - an adverbial;

a top official said - a noun/complement clause adjectivally modifying the subject A step where a top official is a subject and said a verb.

Or:

(ii):

a top official - a subject;

said - a verb;

A step (...) could occur within days - an object/complement of the verb said where A step is the subject of the object clause, could occur a verb, and within days an adverbial.
