A sleeping terrorist

Hello everyone. I have a question.

I heard the expression "'(a) sleeping terrorist" when I was watching an action movie the other day. Is this a regular English expression? If so, is it possible to replace it with another expression like "(a) dormant terrorist"?

Incidentally, this expression is used in the film when a colleague of the protagonist refers to a woman who appears to be an innocent civilian but later turns out to be a terrorist.
