It's a bit difficult without the whole sentence. As far as I know, to take a shot at sth is "to have/give a try at sth". Does it fit the context?

I think it means : Take a chance to do something at one's career.For example in our country.;To be a doctor., I'll try my best to take a scholarship to go to the U.S.A or France in order to get Doctorat because we call a medecine a doctor but she doesn' t get a doctorat.
