1. Communication services: a set of operating system routines that support intercomputer coomunication. (This is what it says online, is 'support' supposed to be 'supports' ? If not, why?)

I don't understand.

1. This set of plates is good. (I have 'is' here? It is correct but #2 is not? I'm confused. How do I know what is right and what is wrong?)

2. Communication services: a set of operating system routines that support intercomputer coomunication. (Why can I use 'support' here? Isn't 'that' referring to 'a set'?)

In the first sentence, "good" refers to the set of plates as a whole, hence the singular.
In the second sentence, "that" refers to the routines, hence the plural.

I understand that the singular one means as a whole and the other one is plural. But what does that mean? How do I use each one?

What is the difference between #1 and #2? When do I use #1 vs. #2?

Use either #1 or #2. Both are correct.
Personally, I would use #1 because I can imagine "the routines support the communication" more easily than I can imagine "the set supports the communication".
