a sentence without subject and verb is possible?

In The Watchman's Rattle by Rebecca Coasta, one sentence is below.

All the while keeping a two-ton vehicle moving at sixty miles an hour on the road.>

I think the gothic sentence can't be possible by my knowledge. However this author is so established biologist so I believe he wrote rgiht sentence. Could you give me some explanations how this sentence can make itself rgiht?
