a sentence with simple past/past perfect

Hello,
could you please point out the structure that sounds best or is just the only correct one?

The reason the latest specification was delivered by you was precisely to get rid of the quality faults communicated by you yourselves before.

or

The reason the latest specification has been delivered by you was precisely to get rid of the quality faults communicated by you yourselves before.

(Can this sentence be put in a simpler way sounding better for a native speaker??)

The bigger problem, however, is that it doesn't sound at all like English. I am having some difficulty understanding what the sentence is attempting to communicate.
